"Une copie revêtue de la signature du chef de service devra" it has already been signed...here I think it means after it has been signed yes but I would say approved so as not to repeat signed..

Anna...donne son visa can also mean approval...there is no need to get into a whole French bureacratic thing if this is a company, IMO...simple is better
