This is part of a loan agreement.
I understand "end-of-month" - is the rest redundant?

There's only the context I've given: loan terms and this is one of a dozen definitions at the beginning. It seems to be straightforward. If there's a holiday, pay the next business day, unless it's the first day of the next month, in which case move it to the previous business day, to make sure the payment is made that month.

I have seen "carry-over" and "carry forward," but it seems by the definition that the goal is the opposite --- to actually prevent it from carrying forward or over to the next month, but I guess the deferral is to the next business day.

quite clearly it means that when the "regular'" date falls on a day that is not a working day, then the payment date is either brought forward or pour back under the conditions explained in the rest of your sentence

No, it is not redundant "Reporté" can mean that a figure has been carried over. That said, a little more context might help too. It might conceivably mean that payment of something or other is "put back" to a later date (reporter, report), which here would be until the end of the month. Does either of these suggestions make sense in your context?

I mean is "Report" redundant, not the definition. I don't find any definition that includes the first word. How about "adjustment"?

end of month offset

Deferral would mean "retarder", whereas report can be the date before or the date after. Offset goes both ways

neutral Tony M : But I don't think 'offset' would be very natural in EN, and doesn't really suggest the 'temporary' nature of the occurrence.
