From a document outlining conditions for prison maintenance:

Le Bailleur mettra en place toutes les mesures de consignation, en conformité aux dispositions prévues dans le plan de prévention ou dans le plan général de coordination. Il transmettra pour signature à l’Etat toute demande d’autorisation spécifique de travaux ou de consignation muni de son visa technique au moins 48 heures à l’avance. Ce délai ne sera pas exigé dans les cas d’urgence.

I'm not sure which glossary entries you've looked at, but any that refer to lock-out or tag-out are likely to be relevant in a maintenance context.

I was (perhaps?) mislead by the prison maintenance context. I started by looking at legal contexts : payments into court, deposit of third party assets, consignment of goods etc...

On the Eurodicautom, I found the following :

"isolation of permit to work : includes neutralization of hazards, dangerous substances etc..."

Sounds like it might be meant in that sort of context. The maintenance contract may include certain highly specific parameters.
