The translation of "territoriale" (territorial? domestic?) is posing the biggest problem. I have Senior Public Service for "haute fonction publique".

Don't know if it would work for 'FP territoriale', but I thought that Haute FP could be translated by Senior Civil Service,...

More info In France and, as noted, on a mayoral/municipal level. The text discusses the role of the collaborateurs - the assistants** (for the moment...) - within the mayoral offices of major cities.
