i.e. use a very banal expression, then add the department or service (s)he belongs to. A quick look on the British civil service site shows that what would be the Fonction publique territoriale in French is covered by a number of offices in Britain, which all have their own name.... hence my very uninspired proposal
Discussion
Being 'hors classe' is a promotion dependent on grade (échelon) and experience
I think that 'senior' could be used for 'hors classe'....
(which I can't quite get my head round....!)
