ADMINISTRATEUR TERRITORIAL HORS CLASSE

Hi everyone,

This is for the CV of a French government official. I'm not sure how to translate "hors classe" here. Anyone familiar with this term in this context?

Being 'hors classe' is a promotion dependent on grade (échelon) and experience

Civil servants of the State are divided into corps (administration), which may themselves be divided into ranks (grades) (called classes in certain corps).

senior civil servant (xxxx department)

i.e. use a very banal expression, then add the department or service (s)he belongs to. A quick look on the British civil service site shows that what would be the Fonction publique territoriale in French is covered by a number of offices in Britain, which all have their own name.... hence my very uninspired proposal
