This is part of the title of a PhD thesis on immigration in France. The term refers to the "administrative reception" of immigrants, but I can't think of a way to word it.

Full title: "Un long chemin semé de papiers. Ethnographie de l’accueil administratif des étrangers."

although the brochure in question was specifically for asylum seekers, but I think the Red Cross could still be a good source of info on the subject.

not "welcome" I recently translated a Red Cross brochure on the subject and if you refer to their website you'll will see that "accueil" is something very specific and is usually referred to as “reception” and certainly isn't "welcome", although I think that Melissa’s answer could be OK in this particular context.

PS As for the thesis title, I don't think substituting an indefinite for a definite article is problematic - and (to me) sounds a bit more natural.

Immigration Service? I'm assuming that the thesis deals with, or at least touches on, an ethnographic approach where the researcher sits in within the organisation and "observes". There are quite a few organisational ethnographic studies around, so I'm wondering if "Immigration Service" could be the organisational catch-all for procedures etc. Maybe: "The long paper trail: an ethnography of an Immigration Service".

accueil administratif I'm not sure if there's a specific term, but it would be something like "administrative process (or red-tape) (or procedure) of the application for entry (or asylum - depending)".

Academic Thanks Martin. The thesis is of course meant to be somewhat non-partisan/objective (at least in the title!). As used throughout, the term literally refers to the administrative hoops that potential immigrants have to jump through to become residents. Your first suggestion could work, but I think that "welcome" is too colloquial here.

could depend on desired tone .... and that has to be guided the body of the work itself.
A couple of quick thoughts:
A "dry" option: "the administrative handling of ..."
A more "personal" focus: "the administrative welcome accorded to ..."

I think you need to translate "étrangers" as "immigrants" to take some of the semantic load off the "acceuil":

"A long path strewn with paperwork. An ethnography of the administrative processing of immigrants."

Or maybe: "An ethnography of the bureaucracy of the immigration process."

Of course, it would have to be the case that the thesis does only deal with immigrants and not also refugees, asylum seekers etc.

agree Julie Barber : or "application process" / "immigration application process" (assuming that something is being applied for), but I think your suggestion fits the bill if as you said it's not about asylum seekers
