It appears at the bottom of an "ACTE SPECIAL DE SOUS-TRAITANCE" for a "MARCHE PUBLIC REGIONAL". There appears to be nothing else in the document that helps to work out this acronym.
I did come across "Déclaration de Politique Régionale" in google, but as DPR has a number relating to it, I'm pretty sure that it is not short for that in this instance. Any assistance/ideas greatly appreciated.

Well, Decrees are usually quoted with a no., which would be consistent with many (presumably) similar examples that occur on Google.
Here's one document where the header appears to associate the term, and its acronym, with "marché publique", though even wading through the 200+ pages of this PDF, I'm blessed if I can find it in the actual text! But the document is all about criminal records and avoiding corruption in govenrment contracts, so could well be relevant.
