Rail Transportation Contract
The only use I know of for "bandwidth" has to do with computing and internet, and that is clearly not the context here. Could "Band" refer to the railway line itself?

tolerance margin
used by DB in connection with this type of framework agreements
Section 4.4 Framework agreements (page 45 of the document in the first link)
c) Tolerance margins constitute permissible variance from a reference profile that may be used in the compiling of a working timetable path that was applied for in relation to a framework agreement. These are selected in such a way that under operational conditions at least three train paths can be made available. For rail infrastructure capacities the following tolerance margins apply at the very least
+ / - 3 minutes for S-Bahn (urban rapid transit) transport on purely S-Bahn lines
+ / - 5 minutes for passenger transport
+ / - 30 minutes for freight transport

Look at Abbildung 25
It could well be that they have to take account of the train path price range.
To be clear, train paths are "slots" in the timetable for trips from A to B (O-D = origin-destination pairs). The infrastructure manager (DB Netz in Germany) charges different rates for these train paths "Zugtrasse" depending on things like their length, the time of day (peak/trough periods), whether the client is a regular or not, volumes, quantities, etc. etc.
It is VERY likely that missed services have to be scheduled and the contractor negotiate with the infrastructure manager to acquire the requisite train paths, while allowing for the CATEGORY of the train path.
It we are talking about commuter services, not much point in booking a replacement train path in the middle of the night!

Discussion
die vereinbarten Bandbreiten (Zeitfenster)
https://www.bundesnetzagentur.de/DE/Sachgebiete/Eisenbahnen/...
