"Detta" is 3rd p.sing. of "dettare"="to dictate" but also "to force" in one of its meanings, just like in English by the way. In Italian the second meaning is prevalent on the first, hence the use of "prescribe".
Behaviour should be preserved because they are not giving general safety rules here, they give detailed instructions as to how one should behave in case of accidental spilling, just like Diana pointed out.

I'm sure it has to do with "This is what you should do in case of accidental spillage". Now I don't know exactly what word to use. it can't be translated mot-a-mot, as it becomes "The behaviour norms".;)

On re reading, the above sentence is almost certainly a follow on from the previous, i.e. "IT DICTATES ......
