Collective Bargaining Agreement looks like being the best option. There are very few docs on the web referring to "Collective Economic Agreement" - many of those are on Italian sites or docs translated from Italian (the link below is indeed taken from the EU journal but it states the language of the case is Italian, so it might have been an "oversight").
Other EU pages on employment issues refer to the Collective Bargaining Agreement (see 2nd web ref below), and it doesn't appear that they are two separate things- just 2 different ways of translating the same thing.
