@Thomas I know pretty well what memorandum accounts and sistemi impropri are, (worked as Finance Director overseeing the preparation of financial statements for over 15 years and as analyst in financial statements analysis for several years at BofA- sistemi impropri is not something you want to avoid to create liquidity- it is a way of reporting certain commitments and liabilities that you do not account for in your financial statements
the sentence you quoted is out of context -

"Nel sistema improprio degli impegni figurano I canoni di leasing finanziario.
Nel sistema improprio dei rischi figura il valore nominale di Euro xx relativo al contratto derivato di copertura attivato con Banca xx con l'obbiettivo di limitare il rischio di tasso di interesse in riferimento al finanziamento..."
Dunno, but I can't see that meaning unnecessary or inappropriate.

No more context available As this is the only financial part of a translation which deals with a tourist business proposal involving the building of accommodation.

it means that funds should not be tied up in providing guarantees for third parties. To say that a company should not incur unnecessary expenses is really stating the obvious (when would it do otherwise?).

I think paoladt may be right about unnecessary - I'm not sure what third party would mean in this context.

In the light of that, "off balance sheet commitments" (reported in the memorandum accounts but not the balance sheet) could be another option. This would also make sense in the very scant context here.
