Secondo me è l'ufficiale che è di complemento non la marina.
Hazon da per ufficiale di complemento: Reserve officer.
Ci sono molti riscontri sulla rete. Inoltre c'è questo sito che ha le versioni in Inglese ed in Italiano. Non ho però la certezza assoluta. Saluti

Sottotenente Giuseppe Oblach was assigned to the 73a Squadriglia, IX Gruppo, 4o Stormo in July 1939.
He didn’t come from an Officers’ Academy Course, but was enrolled at the beginning of the war as an Ufficiale di Complemento (Reserve Officer).

if he is handed some sort of weaponry: Reserve Officer it is.
