I see various translations for this word, but I am curious if this is only restaurants, or if it includes bars as well?
Thanks.

Per Japanese law, 飲食店 is the largest category, and is broken down into two sub-categories: 一般飲食店 and 遊興飲食店, the former not serving alcohol, the latter serving it.
One of the sub-categories is for "bars, cabarets, and night clubs."

Restaurants
I would say that this is most commonly "restaurants."
The main activity at an 飲食店 would be *eating*, not drinking.
(Although decent bars also offer decent food, but that's perhaps secondary to the main activity of drinking???)

: Generally used as restaurants, and not bars. バーは bar. As Marc points out, there may be legal implications, but really, when Japanese people (like myself) say 飲食店 restaurants, cafeteria, etc.

: I have to go with Marc Adler's answer that it refers to ANY place that serves food or drink.
