It's a list of the deceased's possessions. I don't understand the "saiken" behind the denomination of the account.

The law calls "預金債権" any type of deposit, regardless the formalities (account, notificactions)

Time deposit claim(s)

債権 in this case is "claim" as opposed to "debt".
The deceased disignated someone as the heir to his/her time deposit, so the heir can claim its ownership by inheritance.
Therefore it does not necessary mean the deceased had a debt to the heir.
It simply mean the designated survivor has the right to claim the money.
