Hi, I'm having a bit of trouble coming up with the best way to translate vedtak om... here in order for the sentence to make sense. I want to translate as "issue a decision/order on providing gambling without a license .... but I would expect it to include "prohibiting it from providing gambling without a license"

What am I missing. It appears in the following paragraph from the Forskrift om forbud mot betalingsformidling for pengespill som ikke har norsk tillatelse.

Foretak som yter betalingstjenester i Norge skal undersøke alle betalingstransaksjoner til og fra pengespillselskap og foretak som gjennomfører betalingstransaksjoner på vegne av pengespillselskap som Lotteritilsynet har sendt vedtak om at formidler pengespill uten tillatelse i Norge i medhold av denne forskrift § 4 fjerde ledd. Lotteritilsynet skal ha oppdatert liste på sitt nettsted. Foretakene skal stanse betalingstransaksjoner ved innskudd til og utbetaling fra pengespill som ikke har tillatelse i Norge, herunder betalingstransaksjoner med betalingskort med brukerstedskode for pengespill.

The regulation explains exactly what the vedtak is. It is blocking accounts, not approving payments… the whole point of unlicensed is that it’s not allowed!!

decision (determination) on arranging gambling > unlicensed

Possibly at formidle rather than formidler, unless this a form of Nynork with which I am not conversant.

Note that is a Prohibition, Restraint or Restriction *on* - rather than against.

BrE would tend to invert the AmE spelling of license and licencing to licence and licensing and use resolution, determination or - in the case of gaming disputes - adjudication for 'vedtak'.
