For the record, then, the usual convention with Norwegian legislation in English is for an act to be divided into chapters, sections, paragraphs, items. Sometimes the paragraphs are numbered, in which case they may be referred to as subsections. Forvaltningsloven doesn’t have numbered subsections. So, in keeping with both convention and the official translation of the act itself, the correct version is Section 13, first paragraph, item 1. There is a case in this abbreviated context for simply 13(1)(1). But “s. 13 (1) /subs. 1/ no. 1” is simply wrong. Not sniping but fact.

Exempt from public access under freedom of info act cf public admin act forvaltningsloven, you can figure out the rest I’m sure.

Perhaps do a ProZ search beforehand in the hope, trust and faith that a kindred question has been asked before and deigned to be graded by someone without a Viking 'axe to grind'.

Note that the Germanic symbol of § for section is not normally used in ENG legislation albeit does pop up in legal textbooks.
