Does anyone know what "Innst.O." stands for. It keeps popping up in references to Norwegian official documents, but I have no idea what it might mean.

Recommendation to the Odelsting

When a bill has been considered by a standing committee of the Storting, the committee submits its recommendation to the Odelsting (consists of three-quarters of the members of the Storting). The recommendation is in the form of a document called an Innstilling to the Odelsting (Innst.O.) This is translated "Recommendation to the Odelsting".

If a ministry decides to propose a bill, it prepares a proposition on the basis of the recommendation and the consultative comments received, which is presented to the King in Council for approval before being submitted to the Storting. As a rule, the proposition includes a summary of the consultative comments received. Since the Storting is divided into the Odelsting and the Lagting for legislative proceedings, the legislative proposal is referred to as a Proposition to the Odelsting (Ot.prp) (matters concerning the fiscal budget and most other issues are submitted in the form of a Proposition to the Storting (St.prp)).

When the matter is submitted to the Storting, the Odelsting decides which standing committee shall be responsible for preparatory deliberations (the Storting has a total of twelve standing committees). If, for example, the matter proceeds from the Ministry of Justice, the Standing Committee on Justice is made responsible. The committee submits its Recommendation to the Odelsting (Innst.O.) and the bill, if approved there, is sent to the Lagting. If it is also approved by the Lagting, it is sent to the King in Council to receive the Royal Assent.

"Proposition to the Odelsting" is a translation of "Odelstingsproposisjon" (Ot.prp.) This is a different type of document, not the same as an Innstilling til Odelstinget.
