Bad imitation
I found the phrase "cópia borrada" in the following Portuguese source: :revistaepoca.globo.com/.../0,,EMI91513-15230,00-A+INSANA+CLASSE+POLITICA+NA+BUSCA+DE+MAIS+IMPOSTOS.html , and in that context I think it means a bad imitation of something already done before.
