airline ticketing systems
This is in a user manual for airline ticketing.
The whole sentence is:
При этом оформление новой перевозки производится по правилам первоначального оформления билета, т.е. в новом билете будет отражена новая величина тарифа за перевозку, а также величины всех такс по билету (а не величина добора).
Any help will be most gratefully received. I haven't been able to find any meaning for "добор" other than "trim" for a door.

penalty, additional charde
I, myself, have had to change my airline ticket recently and an *additional charge* was applied. It may be called a "penalty", at least that is how it is called at the Travelocity website, through which I had booked my flight.

Comment: "Thanks to everyone for their help. I've selected this answer as the most helpful, but the customer actually decided on 're-issue fee'."

surcharge
"...the ticket shall be reissued according to the original ticketing procedure, i.e. the new ticket shall show updated fare and all taxes values (not the amount of the surcharge)"
It looks like this passage is about a change of a ticket by issuing a new one with additional colletion (upgrade to a higher fare), appropariate term for the change of the ticket in this particular case is "reissue", additional collection would normally be called a "fine" or "surcharge" or "rebooking fee"

добор is a fee to be collected in addition to the original one rather than a fixed sum (e. g. reissue fee or surcharge)

Discussion
Yes, it is about cancelling the original ticket and creating a new ticket with changed conditions e.g. change of return flight.
