"...personas ajenas a la obra en su realidad física o en la sus bienes, sin olvidar por que ello es a su vez inexcusable, los denominados **accidentes blancos**. Por lo expuesto, los objetivos los definimos según los siguiente apartados, cuyo ordinal es indiferente al considerarlos todos de un mismo rango:

this is a Health and Safety Plan and this part of the document is talking about its implementation on a works site and the problems incurred.

it is just "accidentes blancos" that is throwing me / although i do have an idea what it might be i can't be sure. If anyone has heard or seen this term before and knows what it means exactly - please help!

Al afrontar la tarea de componer el Plan de Seguridad y Salud para la obra, nos enfrentamos con el doble problema de intuir los riesgos ante el proyecto y su proyección, definido los que en realidad en su día presente, en medio de todo el conjunto de circunstancias que ello aporta y que en sí mismo pueden lograr desvirtuar el objeto del trabajo iniciado; es decir, la realización de la obra sin accidentes ni enfermedades profesionales, además de aquellos posibles a personas ajenas a la obra en su realidad física o en la sus bienes, sin olvidar por que ello es a su vez inexcusable, los denominados accidentes blancos.

agree Charles Davis : In UK HSE parlance "dangerous occurrence" is the term, I think: a "near miss".

Thanks, Charles. Yeah, I remember having to report a few “dangerous occurrences” to the H&S officer in my last office job in London; her favourite line (which always made me chuckle) was “health and safety never takes a holiday, you know!”

En una actividad cualquiera, podemos tener muchos incidentes distintos, pero cuando estos desembocan en accidentes potencialmente lesivos para el operario, entonces, lo consideramos accidente de trabajo.
Un accidente con potencialidad lesiva que no llega a producir un daño se denomina accidente blanco.

It would appear that "accidentes blancos" refer to incidents where there was a potential for harm to be caused to people, but that this was somehow avoided. There were, however, material losses.
