in line with

"Human resources in line with the organizations' strategic planning" sounds more like business and consulting context to me, while "aligned with" produces more of a technical context, not as often applied to human resources.

Also, in google "human resources aligned with" brings up 17 results. "human resources in line with" brings up 346.
