Like in previous questions, this is in a tender:

"Del acto de cierre del proceso y de apertura de las propuestas se levantará un Acta."

This seems to be a flowery way to express something like "A public instrument will be drawn up comprising a record from the opening of bids through the tender closing". Any thoughts?

you can also word it as:

" for the closure of proceedings and opening for bids act, minutes will be recorded."

Agreed, only I would simply translate "Acta" into minutes.

closing act... and opening act (will be recorded..)

In this context as they are asking to translate the "source term"... this will be the translation. and it refers to have acts recorded of the closing and opening of a situation, in this case a bid.
