I don´t think we can use 'cut' here, as by the use of 'mejoran' it implies that they haven´t altogether gotten rid of the emissions but have improved the situation.
Most modern machines were originally developed, mainly in the Netherlands, to **reduce emissions** of ammonia gas (NH3) from spreading slurry.
