Not a nice sentence at all. I would start a new sentence with recibiendo de, along the lines of:
we have come across/found an average of three modifications in the valid plans
or
The plans valid for construction show/contain an avergae of...
Anyway. To sum up, I think the recibir refers to the modifications, in the sense of ***gleaned/gathered/got*** from the plans (and I suppose those three are another 3 options, although I don't like them personally) and that of the 1,000 plans received for the project, not all of them are valid.
