I have no quarrel with Terence Ajbro's good suggestion, but just to point out that there are an amazing variety of different translations of this word on EU websites, including the 2 above. I think I might go for something like "invitation to tender dossier" because it preserves the term "invitation to tender" which is the standard vedertaget term. See ref for an example.
