First of all, I have a few end clients of my own, and I keep close contact with them. Regarding agencies, as far as I remember, only once or twice in over 40 years. In one occasion, the agency asked me to send my translation directly to the end client (cc to the agency). In the other case, it was to clear up some problems I found with the translation.

In my experience, it isn't or wasn't unusual to communicate with the end client while working for an agency. It was very useful when my contact was a localization or country manager.
This was the case for at least three well-known brands. Not large corporations though. Although I did have the privilege of working on location in an in-house translation department, shortly before it was closed down.
