In a presentation on accountability there are several charts on the different levels of accountability.
LEVEL 1: ENTITLEMENT
Cultural characteristics:
Chaotic
Low moral
Low support
Apathetic/no involvement
....
LEVEL 2: INDIVIDUAL ACCOUNTABILITY
LEVEL 3: WORK UNIT ACCOUNTABILITY
LEVEL 4: CROSS-FUNCTIONAL ACCOUNTABILITY
LEVEL 5: ORGANIZATIONAL ACCOUNTABILITY
What do they mean by "entitlement" here? I looked this up in the glossary, but none of the definitions seems to work here.

Me ayudaría saber cuales son los otros niveles, pero creo que se trata de cuando alguien siente que es digno de merecerlo todo. Lo he visto usado para referirse a los jóvenes que no quieren estudiar y piensan que van a poder ganar mucho dinero en algún trabajo caído del cielo. Es ese sentimiento de sentirse con derecho a todo, sin merecerlo.

If someone has a sense of entitlement, that means the person believes he deserves certain privileges — and he's arrogant about it. The term "culture of entitlement" suggests that many people now have highly unreasonable expectations about what they are entitled to.

Hello, I guess thet want to make a difference between being the person with a right to do something ==> no involvement / being in a team ==> accountability.
