Please help me to catch the idea of the sentence

Notice of postponement of scheduled service by the client must be given to XXX prior to 3 weeks of commencement of that service or a fee of 30% of the contract amount for that service will be payable by the client provided that the new dates are available for the contracted Lighting Director
Does this mean that if the client postpones the scheduled service, he/she sends a note to the provider of this service prior to 3 weeks of commencement of that service OR the client (without sending any notification) pays to the service provider a fee of 30% of the contract amount for that service and then they fix a new date and after accomplishment of the work the client pays 70% of the fee.
Or in case of postponement the client pays 30%+100%=130% of the sum?

The way I read this, if the client has to postpone and does NOT give 3 weeks advance notice, client pays 30% if Lighting Director can fit the new dates into HIS schedule.
However, if client cancels without notice, and new dates are NOT acceptable to the Lighting Director, there is no information about payment.
And, if client and Lighting Director DO agree on new dates, nothing is said about the amount of payment.
I would GUESS that the 30% is to ensure that the client REALLY has to cancel at last minute. If they set new dates, I would ASSUME that the client would then only have to pay 70%.
However, none of this is really stated in your context so I would get another lawyer to look this over.

: But the way I read it the 30% is also payable if notice is given but within less than 3 weeks in advance. For the rest I fully agree with you (that's a rather sloppily worded bit of text...).

But what about the postponing of the service? Has the client to pay 30%+70% or 30%+100% ?
