This is from a description of a motorbike ignition system. It says,

プラグのカブリに対しタフネスが大きい。

I found a few references about カブリ online:

All the examples are for sparkplugs, but I'm sure
"carbon fouled' is applicable for your instance as well.

fouling

Fouling is when the spark plugs firing tip becomes coated with excessive fuel, oil, or combustion deposits so that it is unable to produce a spark.
