To start off, Sicherung does NOT meanguarantee, no matter what shortify.com might say; to the best of my knowledge it is generally translated as safeguard(ing) or protection (e.g. Collins Concise German Dictionary; see also the English translation of http://www.kempten.de/de/media/III_5_Strassenreinigungs_und_...
Secondly, a Verordnung is ususally translated as ordinance, whereas an Act is definitelyein Gesetz!

Thank you, Goldcoaster. What is still don't understand is how the term "refers to Ausbildungsplan" (as the asker says) or how it relates to its classification category of "Certificates, Diplomas, Licenses, CVs".
