Answer given:

"This sounds to me like a bill that is produced at intervals for an ongoing commercial relationship, so every so often purchases made up to the latest billing point are added up and the latest bill is produced. But does it actually say "arrêter la présente facture"? I would have expected "arrêtée la présente facture" - and I would probably translate it as "current invoice total" or "invoice total up to and including [date]"

This means the person drafting the invoice is indicating the total amount to be paid for the invoice being drafted.
