PayPal New Agreement

I subscribed to PayPal a long time ago and I have actually never used it. Now I keep getting an e-mail advising me that the User Agreement and Privacy Policy has changed and that I have to agree to it in order to keep my membership.

Anybody can explain, in practical terms, what are the changes involved? I am not very familiar with PayPal to begin with...
